14.79

論「此責非理至成有差別」，答也。表是色法，昧鈍心故，表色依心起故。心等不然，無記表業從劣心起，其力倍劣彼能起心，故心成三世，表唯成現在。

As for the treatise stating, "This objection is unreasonable […] there is a difference in possession": this is the answer. Informative [karma] is a material phenomenon, [generated by] a dull mind, because informative matter arises dependent on the mind. Mind and the like are not so; indeterminate informative karma arises from an inferior mind, and its power is doubly inferior to that mind which is capable of generating it. Therefore the mind possesses the three times, whereas the informative [karma] only possesses the present.
