15.26
論「由普於有情至故得律儀」，答也。以發起增上，於一切眾生不損命意樂故，於一切眾生得於律儀。
On the Śāstra's: "Because of the intention universally directed toward sentient beings... therefore discipline is obtained", this is the answer. Because one generates the predominant intention not to harm life regarding all sentient beings, one obtains discipline with respect to all sentient beings.
