15.29

論「彼言不爾至性不同故」，《婆沙》釋也。能、不能境同一情性，若殺、不殺，境有增、減，戒有得、捨。生草變枯其性有異，若生草枯損無罪故，戒無得、捨。

On the Śāstra's: "They say this is not so... because their natures are not the same", this is the Vibhāṣā's explanation. Capable and incapable objects share the same nature of being sentient beings; whether killing or not killing, if the objects increase or decrease, the precepts would be obtained or lost. When green grass withers, its nature becomes different; since destroying withered grass entails no offence, there is no obtaining or losing of the precepts.
