19.195

論「住下地心至非謂隨眠」，遮外難也。謂有愛樂上地及無漏法，是善法欲，非是煩惱。

The Śāstra states: "The mind abiding in a lower ground... this does not refer to a latent defilement." This refutes an external objection. The longing for higher grounds and taintless phenomena is the desire for wholesome qualities (chanda), not a defilement.
