21.139

論「今次應辨至煩惱等故」，此釋第二對也。就第二對中，先釋未至，後釋根本。此釋未至也。謂此地能斷三界煩惱，所以具得九遍知也。

The treatise says: "Next, we should distinguish […] because of afflictions and so forth": this explains the second pair. Within the second pair, it first explains the threshold stage (anāgamya) and later explains the fundamental [absorptions]. This explains the threshold stage. It means that this stage can abandon the afflictions of the three realms, and therefore one completely attains the nine comprehensions.
