7.149

論「由起惑退至一有覆心」，明欲二心及色心也。若無色沒生欲界時，欲二心及得色一。從離色染退起欲惑，數亦准此。若從色界下生及離欲染退時，唯得欲二。

The treatise says: "Due to falling away through the arousal of afflictions... one defiled-neutral mind." This explains the two minds of the desire realm and the mind of the form realm. When dying in the formless realm and being born into the desire realm, one acquires the two desire-realm minds and one form-realm mind. When falling away from detachment from form-realm defilements and arousing desire-realm afflictions, the number is also according to this. When descending from the form realm to be born below and when falling away from detachment from desire-realm defilements, one acquires only the two desire-realm minds.
