13.84

唯隨轉五識者，第二句也。謂五識身無分別故，不能為轉。外門起故，能為隨轉。

"The five consciousnesses are only conformative": this is the second line. It means that because the five consciousness-bodies lack conceptual discrimination, they cannot serve as prime motivators. Because they arise outwardly directed, they can serve as conformative motivators.
