17.27

餘欲十通二者，餘欲界中，天、鬼、傍生及三洲人，十惡業道皆通成就、現行二也。然有差別，天、鬼、傍生前七業道唯有處中，無不律儀，人三洲中二種俱有。

'In the rest of the desire [realm], ten encompass both' means that in the remainder of the desire realm—devas, ghosts, animals, and the humans of the three continents—the ten unwholesome karmapathas all encompass both possession and present manifestation. However, there is a distinction: among devas, ghosts, and animals, the first seven karmapathas exist only as intermediate, and they lack non-restraint; among humans in the three continents, both kinds exist.
