善於一切處，後三通現成者，此明十善業道，三界五趣此一切處，無貪等三皆通成就及現行也。

'Wholesome in all places: / The last three encompass both manifestation and possession' explains that for the ten wholesome karmapathas, in all these places—the three realms and the five destinies—the three such as non-greed all encompass both possession and present manifestation.
