19.56

遍行自界地者，謂此十一力能遍行自界、自地。五部諸法名為遍行，一遍緣五部、二遍隨眠五部、三為因遍生五部，依此三義立遍行名。

'Are universal throughout their own realm and stage' means that these eleven have the power to operate universally through all five classes of phenomena of their own realm and their own stage, hence called universal: first, they universally take the five classes as objects; second, they universally lie latent through the five classes; third, as causes they universally generate the five classes. In reliance on these three meanings, the designation 'universal' is established.
