20.61

有漏上二界，唯煩惱除癡者，此有五十二物為有漏體，謂上二界根本煩惱各二十六，五部惑中各除瞋、癡也。兩界合論，故成五十二。彼上二界雖有昏沈、掉舉二纏，不立為漏體者，以纏少故。又此二纏隨從他起，不自在故。

"The effluent of existence consists of the upper two realms, only the afflictions excluding delusion" means that these fifty-two entities are the substance of the effluent of existence; that is, each of the upper two realms has twenty-six root afflictions, where hostility and delusion are excluded from each of the afflictions of the five categories. Taking both realms together, they thus make fifty-two. Although those upper two realms have the two entanglements of torpor and restlessness, they are not established as substances of the effluent, because the entanglements are few. Furthermore, these two entanglements arise following other factors and lack autonomy.
