"Or because of not wishing to set forth" and so on is the second explanation. The word "or" shows an explanation by other masters. In general, when setting forth to another place, there are three kinds of obstacles: 1. not wishing to set forth; 2. straying from the right path because of relying on a false path; 3. doubting the right path. For one who sets forth toward liberation, there are also three obstacles: 1. not wishing to set forth, meaning that due to identity view one grasps at self and what belongs to self, fears liberation, and does not wish to set forth; 2. straying from the right path, meaning that due to adherence to rules and rituals one grasps at what is not the path, and thereby strays from the right path; 3. doubting the path, meaning that due to doubt one hesitates about the path. The Buddha, to show that a stream-enterer has permanently abandoned these obstacles to setting forth toward liberation, spoke of abandoning three.
