27.77

自下地為境者，五通唯緣自下地境，如神境通，於初禪發，能於初禪及下欲界行化自在，於上不然，勢力劣故。餘四通亦爾。

Regarding "having one's own and lower grounds as their object": the five supernormal knowledges take as their objects only their own and lower grounds. For instance, when the supernormal knowledge of psychic power is generated in the first dhyāna, one is able to exercise sovereignty in magical creations and transformations in the first dhyāna and the lower desire realm, but not in the higher [grounds], because one's power is inferior. The same is true for the other four supernormal knowledges.
