由此經云：諸聖有覺不共無明已，永斷故不造新業。對法亦言：勝義愚發福不動業，世俗愚發非福業，皆見所斷。若發別報業，第三思亦通修道煩惱。

Because of this, a sūtra says: Since all noble ones who are aware have already permanently severed unshared ignorance, they do not create new karma. The Abhidharmasamuccaya also states: Delusion regarding ultimate truth initiates meritorious and immovable karma; delusion regarding conventional truth initiates non-meritorious karma; both are severed by seeing. If initiating action for distinct fruition, the third volition also extends to defilements of the path of cultivation.
