次隨順功用等者，剎那等起發業風也。此風隨順第三功用起思於業，俱時引發身語。

Next, "accommodating effort, and so forth" refers to the wind that instantaneously co-arises to initiate action. This wind accommodates the third effort, arousing volition toward action, and simultaneously initiates body and speech.
