自下明空觀盡漏，如是句義，甚為難悟者，謂漏盡句義非易解悟，所以者何？雖能盡漏而無我故。

From here below, it explains exhausting taints through the contemplation of emptiness. That "such a meaning of the phrase is extremely difficult to awaken to" means that the meaning of the phrase concerning the exhaustion of taints is not easy to understand and awaken to. Why is this? Because although one can exhaust taints, there is no self.
