基云：此中意若有有情於自乘德三品善果法可勸導者，而勸導之。若入自乘已後之法，而勸導之。
Ji says: "The meaning here is that if there are sentient beings who can be exhorted regarding the wholesome fruitional dharmas of the three grades of virtue of their own vehicle, one exhorts them. If they have already entered their own vehicle, one exhorts them regarding the subsequent dharmas."
