於真實義者，謂於四種真實理。法毘奈耶者，此有兩釋。一云，法是二藏，毘奈耶即是毘奈耶藏。二、法是三藏，即是三藏滅惡之用通名毘奈耶。

Regarding 'on the real meaning', this refers to the four kinds of real principle. Regarding 'dharma-vinaya', there are two explanations. One says that dharma is the two baskets and vinaya is the Vinaya Piṭaka. The second says that dharma is the three baskets, and vinaya is the general name for the function of the three baskets in extinguishing evil.
