言謂終不以非法等者，謂不以十惡非法、非律、非賢善行，及外道邪法非理之處勸授有情。

Regarding "meaning that one never uses non-dharma, etc.": this means not urging or instructing sentient beings using the non-dharma of the ten unwholesome actions, non-vinaya, non-virtuous conduct, or the erroneous teachings and improper positions of the heterodox.
