12.164

義曰：前七地中於上解脫須勤加行方乃趣得名加行，於佛地中欲為有情說法任運而說非加行，今此住已趣入上解脫，故無加行智任運如異熟增勝，然欲為有情說法時不能如佛任運說，須作意起說，即無漏觀中起作意說法名起加行，故不同前。

The meaning is: In the previous seven stages, one had to make diligent effort toward the higher liberation in order to advance and attain it, which was called "effort"; in the Buddha stage, when wishing to expound the Dharma for sentient beings, one expounds it spontaneously, which is "non-effort." Now, this dwelling has already entered into the higher liberation; therefore, effortless wisdom advances spontaneously like ripening fruition. However, when wishing to expound the Dharma for sentient beings, one cannot expound it spontaneously like a Buddha; one must generate an intention to begin expounding. That is, giving rise to an intention to expound the Dharma within taintless contemplation is called "initiating effort." Therefore, it is not the same as before.
