Regarding the treatise's statement, "These bodhisattvas arouse applied wisdom toward all dharmas to explain all kinds of dharmas for others": Why is the eighth bhūmi and above called devoid of effort, whereas this bhūmi has the words "arousing applied wisdom"? The meaning is: in the preceding seven bhūmis, one had to diligently exert effort toward higher liberation before one could attain it, which was called "effort"; in the Buddha bhūmi, when wishing to expound the Dharma for sentient beings, one speaks spontaneously, which is not effort. Now in this stage, because of seeing and entering into higher liberation, knowledge devoid of effort spontaneously increases in excellence like maturation; however, when wishing to preach the Dharma for sentient beings, one cannot preach spontaneously like a Buddha, but must apply attention to initiate preaching. That is, within the outflow-free contemplation one initiates and undertakes preaching the Dharma, which is called "arousing applied wisdom"; thus it is not the same as before.
