如是菩薩已下，第四明方便善巧成大法師，云：於說法中方便善巧者牒上第二句。於說所作方便善巧者牒上第三句。
From "Such a bodhisattva..." downward, the fourth [part] explains that through skill in means he becomes a great Dharma master. Saying: "Skill in means in expounding the Dharma" recapitulates the second clause above. "Skill in means in what is to be done in expounding" recapitulates the third clause above.
