所有壞戒者，身語惡行及彼等起者，意惡行也，及住彼意異品類者所成邪見等者，及住外道異品類者所成邪見誹謗賢聖。

"All those with broken morality" refers to evil conduct of body and speech. "And their originators" refers to evil conduct of mind. "And those abiding in different categories of mind who have accomplished wrong views," and so forth, means those who abide in the different categories of non-Buddhists who accomplish wrong views and slander the noble and wise.
