言非集諦，如護月等，即由無漏種力，令現行方便有漏善法，福分善根等，二法增長。

Regarding the statement that it is 'not the truth of the cause of suffering': According to Candramati and others, it is by the power of the taintless seeds that it causes the two types of dharmas—the presently active tainted good dharmas of preparatory cultivation, the merit-conducive roots of goodness, and so forth—to increase.
