又持諸行乃至現觀為苦者，由隨眠麁重持有漏行不得自在令行不安彼行成苦故云也。

Regarding "Furthermore, maintaining conditioned phenomena... up to direct realization as suffering": because the coarse heaviness of latent propensities maintains conditioned phenomena with taints, one does not attain autonomy, causing conditioned phenomena to be non-tranquil; those conditioned phenomena become suffering, hence it is said.
