Regarding the words "based on having been born among the non-ideational sentient beings, it is named the state of cessation," etc., Jing says: In the Abhidharmasamuccaya, both the two mindless absorptions and the non-ideational heaven are stated to be established by the cessation of non-constant mental states and mental concomitants. Therefore, we know that the non-ideational heaven is established merely with respect to the mental consciousness seeds of that heaven's fruit of retribution; because those seeds continue from before to after and their substance is indeterminate retribution, the non-ideational heaven is established upon them; thus the non-ideational heaven is also called vipāka. Furthermore, in this heaven, all are said to establish the two concentrations and the non-ideational heaven upon the designation of the cessation state of the aggregates. If it were established upon the designation of the four aggregates of the fundamental consciousness, the text would say established upon the designation of the currently arising four aggregates, and should not say it begins to be established only upon the designation of the state of cessation.
