15.78

有業煩惱，謂發業者，對法云：欲界修惑能發惡行者，亦是不善，餘是無記，即順此中發業煩惱是其上品。

Regarding afflictions that possess karma, meaning those that initiate karma: the Abhidharma[samuccaya] states that the defilements abandoned by cultivation in the desire realm that can initiate bad actions are also unwholesome, while the rest are indeterminate; this accords with the notion here that the afflictions initiating karma are of the upper grade.
