16.419

言具三緣往惡趣者，此據上品煩惱熏成種子，具三因緣為生報業當生惡趣，更有過去曾造後報業，雖闕三因往惡趣故云除先所作等。

Regarding 'possessing three conditions, one goes to evil destinies,' this is based on superior afflictions perfuming to form seeds, possessing three causes and conditions to become karma of the next life that will generate rebirth in evil destinies; there is also karma to be experienced in subsequent lives created in the past, which, although lacking the three causes, leads to evil destinies; hence it says 'excepting that which was previously performed, etc.'
