17.323

言非諸煩惱之所生故，是出間者，前明不能生漏，今明不從漏生，故非有漏，略不釋言非漏住處故名無漏。

As for the statement "because it is not produced by afflictions, it is supramundane": the preceding clarified that it cannot generate taints; now it clarifies that it is not produced from taints, and therefore it is not tainted. It briefly omits explaining that because it is not an abode of taints, it is called taintless.
