In the thirteenth sūtra, Jing says: Regarding 'in forms cognized by the eye up to phenomena cognized by the mind that accord with the bases of joy, grief, and equanimity, there is no truth and no reality,' this is spoken based on the lack of nature of characteristics. Regarding 'not non-inverted': non-Buddhists grasp phenomena as arising spontaneously, which they call 'non-inverted'; now it is clarified that the paratantra has no spontaneous production, so it is 'not non-inverted.' Regarding 'not inverted': non-Buddhists also grasp the reward body in the human and deva realms as the non-inverted phenomenon of ultimate nirvāṇa; now it is clarified that the reward body in the human and deva realms is saṃsāra and not the ultimate defilement, hence it says 'not inverted.' Regarding 'further speaking of having the noble worldly truth': namely, tathatā, which is the non-established truth of transcendence, not spoken based on all non-natures; the text of the answer is explained based on this, as can be understood.
