19.89

言尸羅有二相，能往善趣者，此中舉初唯說尸羅，不說定慧能生往之相也。以近往人遠至菩提，故言能生善趣也。一、攝受尸羅者，受具足戒等是。不缺尸羅者，護持禁戒是。

Regarding the statement that morality has two aspects and is able to lead to good destinies: here, bringing up the beginning, it speaks only of morality, without speaking of the aspects of concentration and wisdom being able to give rise to proceeding [there]. Because it brings one near to being a human and far to reaching bodhi, it is said to be able to produce [birth in] good destinies. First is morality of gathering, such as receiving the full precepts. Morality without deficiency is guarding and maintaining the prohibitory precepts.
