言即說法語，名三摩呬多語者，即前三語中第三說法語是，彼經中名三摩呬多語。即尸羅支所攝語，名由無悔等漸次能引三摩地語者，三中第一尸羅律儀所攝語即是，經中由無悔等漸次能引三摩地語。上來明妙語，下明麁惡語。

The statement 'Dharma-expounding speech is called collected (samāhita) speech' refers to the third, Dharma-expounding speech, among the prior three speeches; in that sūtra it is called collected speech. The statement 'speech subsumed under the factors of morality is called speech capable of gradually inducing samādhi through freedom from regret and so forth' refers to the first among the three, speech subsumed under the moral discipline of morality; in the sūtra it is speech capable of gradually inducing samādhi through freedom from regret and so forth.
