次明第二，四諍上品藥，言是四諍之始，言諍上品理宜先滅，是以創明多人語比丘，覓諍據二；是以次明罪處所擬滅覓諍上品藥，犯諍第三；是以次列草覆地擬滅犯上品，還以此三擬滅事諍上品。

"Next is explained the second, the superior remedies for the four disputes: words are the beginning of the four disputes, and the superior grade of disputes of words should in principle be extinguished first, and so the majority vinaya is established first; disputes of censure occupy the second, and so the specific nature of offense is explained next to extinguish the superior remedy for disputes of censure; disputes of offenses are third, and so the covering-with-grass is listed next to extinguish the superior grade of offenses; these three are also used to extinguish the superior grade of disputes of affairs."
