Regarding 'Twenty-eighth, among bound by the three realms: all in the desire realm, a portion in the higher realms, and so on,' the Vijñaptimātratāsiddhi says: Although all pertain to the three realms, there are partial and complete; the desire realm has two natures, ignorance, volitional formations, craving, and clinging have three natures, and there is one karma and seven fruits; the higher realms have only one nature, ignorance, volitional formations, craving, and clinging have two natures, and there is one karma and seven fruits; therefore it says 'a portion.'
