遍知作意等者，景云：或有加行後得心外緣如名遍知，不正證故不能斷惑，或有遍知苦不觀真如不能斷惑。

Regarding "mental application of thorough knowledge" and so on, Jing says: "There may be preparatory or subsequently attained minds that externally apprehend tathatā, which is called thorough knowledge; because they do not directly realize it, they cannot sever afflictions. Or there may be thorough knowledge of suffering without observing tathatā, which cannot sever afflictions."
