力勵作意，皆不攝者，前解力勵作意，謂修始業未得作意者，所有作意者，謂是欲界心中力勵始修未得未至定中諸作意故，故此力勵作意非是定地七作意攝。

As for "the mental application of exertion is included in none of them": the earlier explanation of the mental application of exertion was that it is the mental application possessed by a beginner in practice who has not yet attained mental application; this refers to the initial practice of exertion in a mind of the desire realm when one has not yet attained the mental applications in the threshold concentration, and therefore this mental application of exertion is not included in the seven mental applications of the stages of absorption.
