4.45

掉舉惡作蓋中，初列釋二相，後解合立蓋所由，所由中有二復次。初解俱緣親屬等處所同故合立一蓋，後解行相相似故合立一蓋。

In the hindrance of restlessness and regret, first it lists and explains the two characteristics, and afterwards explains the reason they are combined into a single hindrance. In the reason, there are two alternative arguments: first, it explains that because both cognize relatives and other such domains in the same way, they are combined into a single hindrance; second, it explains that because their modes of activity are similar, they are combined into a single hindrance.
