下分體者，若薩婆多下有二義：一、是眾生下謂身見戒取疑；二、是下是貪嗔，若依大乘如此論說有二種下，不同於彼依見道下分說。

Regarding the essence of the lower realms [fetters]: according to the Sarvāstivādins, 'lower' has two meanings: first, living beings are lower, referring to identity view, attachment to rules and rituals, and doubt; second, [the realm] is lower, referring to greed and ill will. If according to the Mahāyāna as taught in this treatise, there are two kinds of lower, unlike their explanation based on the lower portion of the path of seeing.
