Regarding the three fetters: because one does not transcend the bad destinies, extreme view follows identity view, view attachment follows attachment to rules and rituals, and wrong view arises following doubt. Therefore, speaking of the three root [fetters] subsumes the six branch [views]. The characteristic of delusion pervades the three realms; ill will and greed increase in the desire [realm]. Speaking only of greed and ill will subsumes delusion, because one does not transcend the lower realm; hence only five are stated as fetters binding to the lower realms. Moreover, due to identity view one does not incline toward liberation; due to attachment to rules and rituals one is confused about the correct and heads toward wrong paths; doubting the noble path constitutes an obstacle to liberation; therefore only the first three are stated as causes of the bad destinies.
