Because of three causes and conditions, four assemblies are established in the celestial realm: first, establishing two assemblies based on the boundary of the earth, namely the assembly of the devas of the Four Great Kings who dwell on the peaks of the Yugandhara mountains, the summit of Mount Sumeru, etc., and the Trāyastriṃśa devas who dwell on the summit of Mount Sumeru; second, establishing the assembly of Māra at the boundary of the desire realm; third, establishing the assembly of Brahmā at the boundary of verbal activities.
