義善者：謂引發勝生定勝者，世善能引增上生道，世善能引決定勝道。
"Good in meaning": that is, bringing about higher rebirth (abhyudaya) and definitive excellence (niḥśreyasa); worldly good can lead to the path of higher rebirth, and mundane good can lead to the path of definitive excellence.
