「義善」者，謂能引發勝生、定勝者，世善能引增上生道，出世善能引決定勝道。
"Good in meaning" means capable of inducing higher rebirth and definitive excellence: mundane wholesome [dharmas] can induce the path of higher rebirth, and supramundane wholesome [dharmas] can induce the path of definitive excellence.
