7.130

解成就中，先辨成就多少；後勸修。有增上戒，無餘二者，謂有別解脫戒未得定者此據修慧故言無也。有戒定無慧者，謂異生以得世俗定故無無漏修慧。

In explaining accomplishment, it first distinguishes the greater or lesser [degrees] of accomplishment, and then encourages cultivation. 'One has higher morality, but lacks the other two' refers to one who has the prātimokṣa morality but has not yet attained concentration; this is spoken with respect to the wisdom of cultivation, hence it says they 'lack' it. 'One has morality and concentration, but lacks wisdom' refers to an ordinary person who, having attained mundane concentration, therefore lacks taintless cultivated wisdom.
