若諸所有補特伽羅根未成就等乃至第二根雖成就而未善知巧方便等者，此二何異？義曰：前總未種善根，第二根雖種少分，未善知善巧為異。

Regarding 'If all those persons whose faculties are not yet perfected, and so forth, up to the second whose faculties, though perfected, are not yet skilled in knowing skillful means, and so forth': what is the difference between these two? The meaning is: in the former, they have entirely failed to plant wholesome roots; in the second, although they have planted a minor portion of faculties, the difference is that they are not yet skilled in knowing skillful [means].
