論曰「若諸所有補特伽羅，相未成熟等，乃至第二根雖成熟，而未善知善巧方便」等者，此二何異？義曰：前總未種善根，第二雖種少分，未善巧方便，為異。

The treatise says: "If among all pudgalas their marks have not yet matured, up to: although the faculties of the second have matured, they are not yet skilled in knowing skillful upāya," and so forth. What is the difference between these two? The meaning is: the former completely lacks the planting of wholesome roots, while the latter, although having planted a small portion, is not yet skilled in upāya; this is the difference.
