Ce says: 'The older treatise says: "accomplishing pure merit, being protected by the merit of two wheel-turning kings." There are two explanations: One says that because superior merit is firm, the bodhisattva's virtues equal those of two wheel-turning kings, and therefore it is called "two"—meaning that the ancient phrasing "two wheel-turning kings" is similar in intended sense: the troops, spirits, and deities granted to protect two wheel-turning kings protect this bodhisattva who has generated the mind. Another explanation is: the bodhisattva's merit is exceedingly superior, not something that double that of a wheel-turning king can equal; it is simply that their supramundane merit surpasses mundane merit. As for saying "protected by the merit of two wheel-turning kings," one wheel-turning king is guarded by one thousand good merits, and a bodhisattva who has generated the mind has two thousand; hence it says "two protections."'
