The Tripiṭaka Master says: Cause is that which establishes, and fruition is that which is established. Grasping that there is an Īśvara and so forth as a cause—since the cause cannot produce, it is therefore called the equality of non-establishment. Because they are produced from causes and conditions, "both nature and causes are not produced" means that grasping both natural production and an Īśvara and so forth as causes of production are both unestablished.
