11.84

論云「云何菩薩此世他世樂施？當知此施略有九種」，何者言九種？且如舊遠師釋云：財、法、無畏等各有三。財中三者，上妙為一，清淨為二，如法為三。上妙，即末尼等上妙物也。清淨，謂非劫盜得。如法者，謂如法財，非刀、酒等。其無畏、法施等各三者，可知。　又有人云：初其財施、法施、無畏施者，此辨三種體。於此三上分出六用：財施有二用，謂慳悋垢、積藏垢；無畏施有三，明三畏；法施合為一。　問曰：此中何故餘處法施為初，方明無畏；今此無畏施居先，法施為後？義曰：下論云謂財施、無畏，能令眾生此世安樂，此二俱現樂故，所以隣次財施，先明無畏施；法施居後，為利後世，所以後明。

The treatise says: "What is the bodhisattva's giving of happiness in this world and the other world? You should know that this giving briefly has nine kinds." What are called the nine kinds? For now, as the former Master Yuan explained: material wealth, Dharma, and fearlessness each have three. Among the three in material wealth: superior excellence is the first, purity is the second, and accordance with Dharma is the third. Superior excellence refers to superior things such as maṇi gems. Purity means not obtained by robbery. Accordance with Dharma means wealth that accords with Dharma, not knives, alcohol, and the like. That fearlessness and the giving of Dharma each have three can be known. / Furthermore, someone says: as for the initial giving of material wealth, giving of Dharma, and giving of fearlessness, these clarify the three essences. Upon these three, six functions are distinguished: the giving of material wealth has two functions, namely [removing] the defilement of stinginess and the defilement of hoarding; the giving of fearlessness has three, clarifying three fears; the giving of Dharma is combined as one. / Question: Why is it that here, whereas elsewhere the giving of Dharma comes first and only then is fearlessness explained, here this giving of fearlessness comes first and the giving of Dharma comes after? Reply: The treatise below says that giving of material wealth and fearlessness are able to cause sentient beings to have peace and happiness in this world; because both of these are present happiness, immediately following the giving of material wealth, the giving of fearlessness is explained first; the giving of Dharma comes after because it benefits future worlds, which is why it is explained later.
