In the treatise's explanation of the tranquility of nirvāṇa, "first the perpetual severance of the cause, and later cessation without remainder"—the rest of its meaning refers to nirvāṇa with remainder and without remainder. Furthermore, "first the perpetual severance of the cause" is in the path of uninterrupted progress; "later cessation without remainder" is in the path of liberation. Furthermore, "first the perpetual severance of the cause" is in the preliminary practice suppressing the coarse mental states; "later cessation without remainder" is severing the seeds. "The rest ultimately does not arise" means that the fruit does not arise because the cause has been severed.
