論云「神通威力、俱生威力」者，神通威力從定引生。俱生威力者，先串習故，生便即起。

Where the treatise states "majesty of supernormal powers, innate majesty": the majesty of supernormal powers is elicited from absorption (samādhi). As for innate majesty, because of previous habitual practice, it arises immediately upon birth.
